It kinda depends on what client you're using. I use TurboIRC on my iPad because it's the only free iOS client that I know of with tabbed channels and good color support. To connect to a network on this client I click "Connnect", go to "New Server", and punch in the credentials. Below is what it asks for and what you need to put in. All clients are asking for the same info but may call it something else.

Name:; Name of the network. I have it named "Torn City"
Port:; 6667
Nick:; Your IRC nickname
Opt. Username:; Your IRC nickname again. This part is used for authenticating to NickServ and is optional.
Opt. Password:; Your IRC password.
Opt. Realname:; Shows your real name when people /whois you. Put whatever you want. Completely optional.
Startup:; Where you can put commands to be automatically performed when you connect, such as /jo;in #channel or /msg ChanServ OP etc.
