I'd say it's most likely one of the Oceanic islands though since most small islands are owned by bigger nations around the world but that area has islands that are independent. I'll say Fiji

First you divide the 12 balls over the scale so 6 left and 6 right.
The side with the heavier ball will be heavier, so you can discard the other side with 6 balls..
Now you have 6 balls left with the heavier one. You repeat the first step so put 3 balls left and 3 balls right.
Once again the heavier side will go down, so you can discard the other 3 balls.
Now you have 3 balls with the heavier one.
For the last weigh, just put 1 ball left and 1 ball right, 1 ball will not be weighed.

This assumes one ball is heavier and not lighter. What happens when your second weigh comes out even and it was actually a lighter ball in the other group of 6?
I would number them firstly.
First weigh would be the 6 low numbers divided 3 and 3. If they come out even, then its one of the 6 high numbers. If not, its one of the six low numbers.
I now have 6 established constants.
Second weigh would be the 3 low numbers of the variable group vs 3 of the constant. If its even, the different ball is in the upper 3 of the variable group, otherwise i know its one of the bottom 3 of the variable group.
I now also know if it is heavier, or lighter...since the constant balls will be lower on the scales if its lighter, and above if the variable ball is heavier. This is only the case if i catch the scales being different though.
Now the 3rd is as you say. Take any 2 of the remaing variable balls and have them weighed. If they are different, then refer to whether you are looking for a heavier or lighter ball determined by the second weighing. If they are even, it is the ball not used.

Hold on...don't post the answer yet. I just realized i can establish constants so long as some balls are left out...regardless of how many. So instead of highs vs lows, we can use highs vs mids vs lows. Then use categories to isolate balls

You can only use the scales thrice. And cheating would be hard either way without making several assumptions

no but umm i would weigh them by hand see which is heavy or lighter then the others if alll but maybe a few weigh the same, i'll use the scale on the few i have felt. (yes using its only 3)assuming i have 3 or less.

how's this? [i shall label the ball 1,2,3,4,5,6,7,8,9]
 first weigh ball 123 with 456
if one is heavier than the other, we don't know the odd ball is heavier or lighter
and if they are even, we also don't know if the unweighted balls are heavier or lighter
 second weigh ball 456 with 789
case A
if in the first weigh 123 is heavier(or lighter) and the second weigh is even, the odd ball is among 123 and is heavier(or lighter)
case B
if the first weigh 456 is heavier(or lighter) and the second weigh 456 is also heavier(or lighter), the odd ball is among 456 and is heavier(or lighter)
case C
if the first weigh is even and the second weigh 789 is heavier(or lighter), the odd ball is among 789 and is heavier(or lighter)
now for the third weigh we shall take case B and ball 456 is heavier as an example
 third weigh ball 4 with 5
If the heavier ball is on one of the scales, the one that makes the scale tip is the heavier one.

I've been tickling my brain with this for awhile...i think there may be a way to isolate each ball if you use groups like high vs mid vs low, then odds vs evens vs constants then...idk

Yes, my case doesn't solve for 10 or 11.
