In real sportsbetting, when a match ends in a draw, unless the sportsbook offered betting for it to draw, it's what is called "No action" on the event. Both sides are refunded their money.
An alternative would be adding the draw option to one team or the other. Suppose one team is a pretty obvious underdog, you could bet on TEAM A WINS or TEAM B WINS OR DRAWS and if it's a draw, you also win if you bet on team B.
Or just add an option to bet the match ends in a draw.
And the "hidden" odds system at the Torn bookie could easily be fixed if the amount currently bet on each side (or at least a ratio) were displayed. Obviously it'd change every time someone placed a bet. But at least players could kind of guesstimate what the final odds might end up being. And by displaying the odds, you're going to encourage a bit more betting on the underdog, as people see how great a price they're getting on their money here.

We plan on adding a decent 'odds' system, so you know beforehand what you will win. Currently the money you win is determined by how much money was lost by the losers (winnings are split amongst the winners depending on how much they each bet). We also plan on making it possible to bet on a 'draw'. Currently if a draw occurs, neither side wins the bet (like in real life).
