Before, they had to get to level 5 before you got the points

simple, ched wanted to make the problem of multis rear it's head once again bigger then ever. every game that has a system like this eventually 86's it after all the problems become to much. Guess ched hasn't learned from his old mistakes and is damned to repeat em.

Or he could manually check the ip of the e-mail that the people who get recruited.... and boom ban the main account of the multis= they take out more money in the game than they abused in the first place (crimes, stocks, banking, etc) would be removed... but you know.... that sounds a little too simple to catch multis...
