my predictions for the forum rating:
A +1 for replies will dramatically increase the already overwhelming amount of spam in the forums. I very very rarely enter the forums because there is 98% fluff and 2% content.
The amount of "yes" "me too" "cool idea" and other empty comments will increase.
Allowing people to vote up or down will create buddies to gather together and vote based on who posted instead of what was posted.
As you said, it is an experiment, we'll see how it goes.

Not so sure about these two personally.
Lets say you are the type of person that does a lot of buying and selling in the trading post. Normally when an item is sold they lock and move the thread. So someone would get -30 for successfuly selling their item?
If they are really busy buying and selling they could end up in the minus thousands.
To an unknowing buyer that might make it seem like they are not a trust worthy person to deal with and it will hurt their business.
so does this mean i get my merits back towards interest rate??
I only ask because I'm at 3/10 Merits for Bank Interest, if I've been reading this all right, funds i presently have in the bank are secure through this change, all banking after my interest gains will be changed according to your new setup/ideas towards making TornCity flow more efficiently for your users and your servers at the same time...
I have no intention of scamming the admin of this game because you guys have developed a quite complex game, many different "crimes" to commit, you can attack people to mug them or even put them in a hospital bed for an X time frame..
Forgive me if these seem like N00b questions, but i haven't been playing longer than 44 days thus far, am really liking the interactivity and challenge of the game as a whole because there are many things i can do and many things that can put me into your lovely, loud, smelly prisons.
Or in a hospital bed reeking of Burnt Flesh from your Arson Victims in the Hospital

If these new rates are correct and I'm not for one minute suggesting that they are not then there is something wrong.
Why would anyone now invest any money for 3 months when the interest gained is exactly the same as somebody who invested for two months, then took out another month, thus giving them the same interest for someone who took a 3 month investment but did not have the option to change their mind after two months???
Also another reason the figures do not add up is that if you took out 2 x 3 months contracts you'd get back $144 for a £100 investment at level zero.
However if you took out 3 x 2 months contracts you'd get back $145.25 for the same $100 and thus gain an extra 1.25 % for investing over exactly the same period..

The new stated interest rate is subject to change once loopholes and things that were overlooked like the above are determined

I do not like this, there are too many flaws, and can create a lot more problems. First off it doesn't take away points for a staff editing your post which happens more often than deleting posts. But that is not the problem I have with it.
What if someone is done with a thread in trading post, or properties, or fun and games, because their item or property is sold, or their game is over? Before this changed people changed their titles to lock or delete this is not going to happen now, or happen as much now. So there will be much more unneeded threads taking up spaces in the forums. For the people who do not want 30 points to be taken off their score.
Also what about the people who created a thread months ago and then someone bumps it after it has not been responded to for two months, and the contest is over or the subject doesn't need to be discussed anymore, the original poster will get punished when they did nothing wrong, but the post needs to be taken care of in this way.
Also this puts a whole lot more pressure and dislike towards staff. and may lead to more attacking or bountying when a member of staff locks and graveyards someone's thread.

we get the option to get our merits back, at the expense of losing/ not making more money.
as for the forum score, as mentioned by many players, there are many flaws.
